Overview

Birmingham City Council would like your views on the Sutton Coldfield Town Centre Masterplan Draft Supplementary Planning Document (SPD). The draft masterplan and related documents are available to view at the bottom of this page. 

The consultation will run for eight weeks starting on 20th November 2020 and ending on 15th January 2021. 

The preparation of the masterplan has been led by the Sutton Coldfield Town Centre Regeneration Partnership (TCRP).  The masterplan was launched in mid-2019 for the purpose of developing a new vision for the town centre. Whilst the partnership is led by the Royal Sutton Coldfield Town Council, it involves a broad range of stakeholders including, Birmingham City Council, Greater Birmingham and Solihull Local Enterprise Partnership, Sutton Coldfield Business Improvement District, Transport for West Midlands, West Midlands Combined Authority and community organisations amongst several others.

This wide-ranging group has been closely involved with the development of this masterplan and is committed to driving it forward.  Part of this process is formally consulting on the masterplan with the purpose of adopting the document as a SPD. 

In 2017, the Birmingham Development Plan (BDP) was adopted by the City Council as part of the city’s statutory planning framework. It guides decisions on development and regeneration activity and identified Sutton Coldfield Town Centre as an area for growth and diversification.  Once adopted, the SPD will help shape the future transformation of the town centre by providing additional planning guidance.

The masterplan has been prepared by consultants appointed by the TCRP.  Public engagaement was undertaken on draft proposals as part of the masterplan production.  Details of the engagement undertaken by the consultants can be found in the Consultation Summary available below. 

In summary the draft masterplan includes:

  • A bold Vision and set of ambitious objectives to transform the town centre
  • Big Moves set out under three key themes of Movement and Transport, Economy and Centres, and Built Environment and Identity;
  • Town Centre Projects to provide a set of deliverable proposals that will deliver the overall vision.
  • Delivery Strategy to support a comprehensive, partnership-based approach.

Why your views matter

This consultation builds on the previous engagement undertaken by the consultants producing the masterplan and is being undertaken with the purpose of adopting the masterplan as a Supplementary Planning Document (SPD).  Your views will help us ensure we have the right vision for Sutton Coldfield Town Centre.  

 

What happens next

After the consultation period closes, all comments will be collected and taken into consideration. The draft SPD will be amended where necessary.  Authority will then be sought from Cabinet to formally adopt the SPD.  A consultation statement will be produced as part of the Cabinet process. This will outline who was consulted, the main issues that arose, and how those issues have been addressed in the final SPD.

The SPD needs to be adopted by the City Council in a timely manner so it can guide the future of Sutton Coldfield Town Centre.  To ensure this happens, the preparation of the SPD is anticipated to progress as follows:

  • Public consultation on Draft SPD – 20th November to 15th January;
  • Review comments and prepare final SPD – January 2021;
  • Adoption of final SPD by Cabinet – February / March 2021.
