In Birmingham , there are many more people who need a home, or existing tenants who want to move home, than there are properties available through the council and its partner housing associations. So the current scheme for allocating social housing; which has been in operation since 2009; needs to be updated so people waiting for a home are not left with unrealistic expectations.
