Birmingham City Council asked for your comments on the proposal to Establish Special Educational Needs (SEN) Provision in a mainstream school by providing a SEN Resource Base at Bellfield Junior School for up to 12 pupils with Autistic Spectrum Disorder (ASD).

We analysed the consultation results and provided the decision maker with a copy of the summary and all comments received for their consideration (Personal or identifying information is removed from responses before sharing with the decision maker).

The decision maker approved the proposal for implementation. Please see decision letter attached to this webpage. A full copy of the decision report can be found via a link at the bottom of this webpage.

On 29 August 2025 Birmingham City Council determined to implement the proposal as approved. The proposal will be implemented 1st Janusary 2026. A link to the decision report can be found at the bottom of this webpage (this includes a summary of the consultation results).

Proposal to Make Changes to Bellfield Junior School:

Birmingham City Council is consulting on a statutory proposal to make the following change to the school(s), a community school located at Vineyard Road, Northfield, Birmingham B31 1PT:

  • Establish a SEN provision by creating a SEN “Resource Base” for up to 12 pupils with an Education, Health and Care Plan (EHCP) for children with Autistic Spectrum Disorder (ASD)
  • Implementation on 1st January 2026

Why your views matter

There is a process that Birmingham City Council must follow to propose and decide this type of change. The process requires public consultaiton to invite comments from interested parties.

What happens next

The statutory consultation will start on 5th June 2026 and close on 3rd July 2026.

During this time, anyone may make comments in support or objection to this proposal via the survey link at the bottom of this webpage.

At the end of the consultation period, all responses will be presented to the Birmingham City Council the decision maker for their consideration*. The decision maker is Birmingham City Council's Cabinet Member for Children, Young People and Families.

When the decision has been made, the official determination will be published on this webpage with a link to the decision report.
