There have been concerns about the impact that the increase in parking on event and match days has on residents living in the vicinity of the St Andrews Stadium. A consultation was undertaken in March 2014, over an 8 week period to see if there was local support for a controlled parking zone scheme over a wide area around the stadium (see Plan A Consultation Area). The residents were asked: ‘Would you support the introduction of Permit Parking Scheme when there is a football match or major event at the stadium?’

You said

The findings of the consultation showed that in the wider area there was not enough support for a controlled parking scheme within the original proposed area. However closer to the stadium the support for a scheme was much greater with just over 60% of responses in favour of a scheme to control match/ event day parking.

We did

In response to the consultation we have redrawn the boundary of the zone (see plan A) which includes the areas with the greatest support for a controlled parking zone. A letter will be sent to all the households within the previous consultation area to inform them of the change to the extent of the zone resulting from the consultation. A controlled parking zone scheme is being prepared ready for the next consultation, which will take place in the near future within the revised boundary as shown on Plan A Consultation Area.

Thank you for taking part in the consultation around the issue of parking around the St Andrews Stadium on Event and Football Match Days. The information that has been provided has been very helpful and has also identified a number of other issues that may need to be considered. Once we have looked at all the responses and are sure of the next step we will contact the residents again.

 

Overview

Birmingham City Council is seeking the views on parking around the St Andrew’s Stadium on football match and major event days from local residents and businesses. We need your help to see if parking controls are required at these times. The area we are currently considering parking controls is shown on the plan found on the link below.

 

The usual way of controlling parking on match/ event days is by creating a Permit Holder Parking Scheme.

 

If a Permit Holder Parking Scheme is implemented during match and event days parking is only allowed with a valid permit. Any vehicle not displaying a relevant permit will be issued with a parking ticket.

 

Parking places will not be allocated to any individual or property and therefore permit holders will not be guaranteed a place to park. The numbers of permits issued to a property will depend upon overall space available and demand, Households will also be eligible to purchase limited visitor permits to allow visitors to park within the Permit Holder Parking Scheme.

 

The cost of permits will be set at a level to meet the cost of implementing, administering and enforcing the scheme. At the moment the cost of a first permit on similar schemes is around £16 for the year. The cost of additional permits may be higher. The process for the purchase of visitor permits will need to be agreed.

 

An alternative to the Permit Parking Scheme could be the introduction of single or double yellow lines. Where this form of parking control is implemented they would apply throughout the year and not just when there is a match or event. These restrictions would apply to everybody and not just those visiting the stadium.

 

We will look at all the responses received from the residents and businesses and if there is support for some form of parking control develop. We will also look at the responses and from them a scheme could be implemented across part or the whole area. Further consultation would be carried out.
