Birmingham City Council's Market Engagement for the processing Of Green Waste *

Birmingham City Council (the Authority) is procuring this service under the strategy entitled “Procurement Strategy for Waste Management Services in support of the Waste Strategy Framework 2017 -2040” which can be found here

The Authority now invites interested parties to engage with us so that we may capture the thoughts and views of the waste market about aspects of the Authority’s Procurement Strategy for the processing of:

1) Green Waste either collected by the Authority from Birmingham properties or, deposited at HWRCs

Indicative Procurement Timetable:

  • Publish ITT                 November 2022
  • Submission Deadline  January 2023
  • Notification of Award   March 2023
  • Start of Contract         17th January 2024

The contract must have the capacity to process 30,000 tonnes per year of Green Waste. This contract is expected to commence 17th January 2024 for a period of 5 years, with a possible opportunity to extend for two (2) years.

Current Practice;

The green waste currently being produced is process by an In-House service which provides a closed loop composting solution. The compost produced is of a high quality and is used on the Birmingham Parks and Birmingham City Council land e.g. allotments. To date no PAS 100 certification has been sought.

Our Potential Solution;

We are considering ‘Bulking’ our green material into skips for an external provider to collect and transport for processing into compost material. We currently estimate that we would have 2 to 3 skips at a main city location and 1 skip at two other locations within the city. We would require these skips to be emptied 2 to 3 times a week (depending on Parks hedge cutting workload). 

Procurement Timescales;

Depending on market responses, cost / benefit analysis and obtaining Business Case approval we would be looking to commence a procurement process the earlier part of 2023.
