We asked for your comments on the draft Development Framework, which sets out development and design guidance for key sites at the Aston Advanced Manufacturing Hub (AMH).

You said

Public consultation was undertaken on the draft document in October/ November 2015. This included local residents, businesses and major landowners. There were 5 responses to the consultation, including two statutory consultees and three responses from those with an interest in the historic environment. A number of key issues were raised by the Environment Agency, relating to flood risk and contamination, and the importance of heritage assets and the Aston Hall and Church Conservation Area was emphasised by a number of those who responded.

Overview

The Aston Regional Investment Site (RIS), also known as the Advanced Manufacturing Hub (AMH), is one of six economic zones identified in the City’s Economic Zones Prospectus (September 2012). These zones seek to attract investment and promote business growth in key target sectors as part of the City’s overall strategy for economic growth.

The AMH site comprises 20 hectares and is located adjacent to the M6 at Spaghetti Junction. In particular the AMH seeks to provide opportunities for the growing automotive supply chain as well as other advanced manufacturing activity, which is forecast to accelerate given the successful performance of this industry across the region.

The RIS is a key policy in the Aston, Newton and Lozells Area Action Plan (adopted July 2012).

The Local Planning Authority adopted a Local Development Order (LDO) in July 2015 for the Advanced Manufacturing Hub. This means that the Local Planning Authority can grant automatic planning permission for certain types of development and therefore remove the need for a planning application to be submitted. In doing this, LDO’s seek to simplify the planning process and help to provide the conditions to stimulate new economic development.

The Advanced Manufacturing Hub LDO grants planning permission for development associated with use classes B1 (b) Research and Development of products or process, B1 (c) light industry and B2 general industrial uses.

The Advanced Manufacturing Hub Development Framework will sit alongside the AAP and Aston AMH Local Development Order (LDO). The Draft Framework illustrates how the LDO requirements can be applied. It also sets out development guidance for the areas not covered by the LDO which include sensitive boundaries with conservation and residential areas.

The Draft Framework includes development principles, sets out design parameters and provides an indicative spatial framework.
