Overview

Car Free School Streets mean streets outside certain schools are closed to motor traffic at the start and end of the school day. This is a pilot scheme to reduce congestion and improve air quality at the school gates as well as making it easier and safer to walk or cycle to school.

This scheme aims to:

  • cut down on traffic and parking pressures outside schools
  • discourage car journeys to school and encourage walking and cycling
  • make the streets outside schools safer at the start and end of the day
  • improve air quality and create a more pleasant environment for everyone

In September 2023, Car Free School Streets was extended to three additional schools:

  • Brookvale Primary School (Stockland Green)
  • New Hall Primary School (Sutton Reddicap)
  • Penns Primary School (Sutton Wylde Green)

About the consultation process

In September 2023 we introduced Car Free School Streets at three schools.

We are now in a phase of formal consultation on the Experimental Traffic Regulation Order (the legal paperwork process for changes to the streets).

Experimental Traffic Regulation Order (ETRO)

As a temporary, trial scheme, this has been implemented using an Experimental Traffic Regulation Order (ETRO). Under this, formal consultation takes place during the first six months that the order is in place.

During this consultation, you can make comments on the proposals or submit a formal objection (which must include the grounds for the objection). You can either make your response via this webpage (please provide your contact details as part of your response) or can post a written objection to: Assistant Director Transport & Connectivity - Place, Prosperity & Sustainability Directorate, Birmingham City Council, PO Box 14439, Birmingham B2 2JE.

If you have chosen to object to the proposed orders, you may be contacted by a project officer to further discuss your objection.

The scheme and Traffic Regulation Order

Car Free School Streets are closed to motor traffic, by a pedestrian and cycle order, at the start and end of the school day. Some exceptions and exemptions apply to allow residents to go about essential business:

Vehicles which may be driven during the closure include:

  • Vehicles displaying a valid permit
  • Vehicles transporting Blue Badge holders
  • Emergency services
  • Healthcare workers undertaking duties
  • Deliveries to properties on the closed section of road
  • Utility companies
  • Postal service providers and delivery of goods by a Universal Service Provider
  • Licensed hire vehicles picking up or dropping off passengers to a property within the restricted area
