Overview

Colmore Business Improvement District and Birmingham City Council are working together to deliver the Snow Hill Public Realm programme. The programme includes a number of projects to improve public transport interchange and connectivity, enhance the public realm and prioritise pedestrian movement. We are now seeking the views of the members of the public and businesses on the proposals for the Edmund Street area, which involve changes to on-street parking and loading, and to the direction of traffic on Edmund Street and Barwick Street.

Making these changes will mean vehicles can take different routes in the Snow Hill area, relieving pressure on Colmore Row and improving general connectivity.

Details of the changes can be seen in the attached map and include:

Changes to traffic flow:

  • Edmund Street, between Newhall Street and Livery Street, will become a two way street. This will mean changes to the give way arrangements at the junctions of Edmund Street with Livery Street and with Newhall Street.
  • Changes to the priority at the junction of Church Street and Edmund Street so that traffic on Edmund Street has right of way and traffic on Church Street must give way.
  • Change of direction to the one way section on Barwick Street between Church Street and Edmund Street.

Changes to on-street parking:

On Edmund Street, between Newhall Street and Livery Street:

  • All parking spaces are removed from the south east side (nearest Colmore Row). New double yellow line restrictions (no waiting or loading at any time) are added.
  • The footway build out near the bus stop is extended to include the existing cycle parking.
  • Two disabled parking bays are moved to the north west side of Edmund Street, near Church Street, and two more are added, to give a total of four disabled parking bays.
  • The taxi rank is moved to the north west side of Edmund Street, near Newhall Street.
  • A loading bay is created on the north west side of Edmund Street, near Livery Street.

On Barwick Street:

  • Six parking spaces are removed from the south west side, near Edmund Street.

On Livery Street:

  • Four parking spaces are removed from the north east side, near the entrance to Snow Hill multi storey car park.

In total, 42 on-street parking bays are removed (32 on Edmund Street, six on Barwick Street and four on Livery Street). Alternative parking is available in the Snow Hill multi-storey car park.

What happens next?

After 1 May 2020, we will review all your comments and make any appropriate changes to the plans. The next step will be to carry out a statutory consultation on the legal Traffic Regulation Order, before the changes can be made.

We hope to make the changes in early 2021, but will continue to monitor the ongoing situation with coronavirus (COVID-19) and how this may impact this project.
