We asked

… for your views on the Integrated Commissioning of Prevention services, to be commissioned from 2016.  Over 25% of responses were received from service users or carers and 17% from Third Sector Organisations. The majority of responses were received from people aged 40-54 years. 21% of responses were received from males and 20% from females. Over 25% stated they had a disability with 22% stating that it affected their learning, understanding or concentration. Almost 34% of responses were received from people who are White British. 21% of respondents were heterosexual.

You said

… 72% of respondents agreed with the customer journey. However, 42% of respondents agreed with the Payment by Results proposal, with 54% either disagreeing or not sure about it. 76% agreed with the introduction of the Small Grants Programme. 60% agreed with the change of delivery model, including 80% in agreement with the autism service.

We did

… We have considered all your views and taken on board concerns that citizens need to be actively involved, the needs of vulnerable groups need to be met and that community groups and organisations should be actively encouraged to feed into the process. We are involving citizens throughout procuring services. Citizens are also being trained to be involved in reviewing the tenders received to ensure they meet the needs of vulnerable groups. We have listened to your comments about current services and also the needs of future services and will seek to embed these improvements and we will encourage organisations to develop effective partnerships. The Small Grants Programme will be introduced and the proposed delivery model will be used. This will include a specialised service for autism and sickle cell anaemia and thalassemia. The Payment by Results proposal will be reviewed based on your comments and the Learning Disability Hub service will also be included in the tender. As the majority of respondents were supportive of the delivery model we will consider all your comments and seek to embed a service that empowers and enables people to raise awareness of available services whilst building their confidence and ability to do more for themselves. 

Overview

We are seeking views on the Integrated Commissioning of Prevention services, to be commissioned from 2016.  This includes;  

  • Supporting People – Disabilities housing support services;  
  • Local Authority Third Sector commissioning  - Universal and prevention services;
  • and Elements of the Public Health lifestyles services.

We wish to consult on the proposed services which are explained in the attached consultation document.  The focus is on providing an effective pathway for users of the services provided within the resources available, given that future commissioning will be under much reduced budgets.

The emphasis is upon the role of prevention type service being able to:

  • Effectively reduce the escalation of need into higher cost or statutory responses;  
  • Support vulnerable adults to transition  into more independent and community based living;
  • Supporting vulnerable adults to regain/maintain their independence; and
  • Empower citizens to do more for themselves.

There are two questionnaires, this one,  relating to Local Authority Third Sector commissioned services and Supporting People housing support services attached alongside the consultation document and the easy read versions.

Please help us understand your views by filling in either or both of questionnaires.

The consultation will start on (5th June 2015) and end on (3rd August 2015).
