We asked

For your views about face to face fundraisers (also known as ‘chuggers’) in the city centre. We wanted to know whether you objected to them, if you thought there were too many and whether you had noticed a difference since we agreed that the Institute of Fundraising should manage their numbers and behaviour for us.

 

You said

Ninety people replied to our consultation. 90% objected to being approached by fundraisers, 38% said that they had noticed a reduction in the number of fundraisers in the city centre, 62% said that they had not seen any improvements in the behaviour of fundraisers and 83% wanted to see less fundraising happening.

We did

We negotiated with the Institute of Fundraising and in April 2017 we reduced the number of days on which they can work by taking Wednesdays out of our agreement with them. This means that fundraisers can only work in the city centre on Mondays, Tuesdays. Thursdays and Fridays. No fundraisers may work on Wednesdays or at weekends

Overview

On 1st July Birmingham City Council entered into a voluntary agreement with the Public fundraising Association (PFRA) to regulate the number and behaviour of face to face fundaisers (commonly called 'chuggers') in Birmingham City Centre. Since the agreement began fundraisers have been limited to certain locations. The PFRA has also carried out mystery customer surveys to check the behaviour of fundraisers.
