Overview
Public Space Protection Orders - Dog Control
Birmingham City Council seeks to reduce anti-social dog ownership through Public Space Protection Orders (PSPO), which have been in place since October 2017. These Orders relate to;
- Dog fouling – any person walking a dog must clear up after their dog
- Dogs on leads – dogs must be held on a lead whilst on all public roads, adjoining footways and verges, excluding roads that pass through designated parks
- Dogs exclusion – dogs are not permitted in clearly demarcated children’s play areas and school land
- Dogs on leads by direction - dogs must be put and held on a lead if directed to do so by an authorised officer
- Dogs maximum number – no person can take out more than 4 dogs onto any public land

PLEASE NOTE THERE ARE EXEMPTIONS FOR ASSISTANCE DOGS
The maximum penalty for failing to comply with the PSPO is £1,000. Alternatively, an authorised officer may issue a Fixed Penalty Notice.
Why your views matter
All PSPO last for 3 years and on 19 October 2026 the current orders will cease to be in effect and Birmingham City Council wishes to keep these regulatory controls in place by extending the current PSPO for a further 3 years. In order to do this, we are required to carry out a public consultation.
There will be no changes to the requirements contained in the current Orders.
