The following report was presented to and approved by Planning Committee on the 14th of November 2013. It details the results of the consultation on the draft Local Development Order for the Advanced Manufacturing Hub and details the revisions that have now been made to the Order in response to these comments.

Overview

Local Development Orders (LDO’s) allow the Local Planning Authority to grant automatic planning permission for certain types of development and therefore remove the need for a planning application to be submitted. In doing this, LDO’s seek to simplify the planning process and help to provide the conditions to stimulate new economic development.
 

Birmingham remains one of the key manufacturing areas in the UK and is home to some of the country’s most successful manufacturing companies. There remains a growing demand for research and development and manufacturing sites within the City. In order to ensure that Birmingham can accommodate the significant growth in the research and development and supply chain manufacturing sector the Local Planning Authority is proposing an LDO for the Advanced Manufacturing Hub in East Aston.

 

This proposed LDO seeks to grant planning permission for associated development within use classes B1 (b) Research and Development of products or process, B1 (c) light industry and B2 general industrial uses.
 

The Advanced Manufacturing Hub falls within the Aston Regional Investment Site (RIS) as identified within the Aston, Newton and Lozells Area Action Plan (AAP). This Development Plan Document was formally adopted by the City Council in July 2012 and provides a clear vision and strategy for regeneration and development in the area over the period 2012-2026. Following on from the adoption of the AAP, the Aston RIS has since been identified as the Advanced Manufacturing Hub in the City’s Economic Zones Prospectus (September 2012).The Prospectus seeks to support Birmingham’s ambitious agenda for economic growth by delivering high quality business environments for its key growth sectors.

 

Advanced Manufacturing Hub Draft LDO

 

Within the Advanced Manufacturing Hub LDO the following development would not require planning consent subject to the conditions and exemptions set out in the attached LDO:
 

            Operational Development for use within:

 

  1. Use Class B1 (b) Research and Development of products and Process
  2. Use Class B1 (c) Light Industry
  3. Use Class B2 General Industry: Use for the carrying out of an industrial process other than one falling in class B1
     

The proposed LDO would impose conditions to ensure that it is capable of delivering the objectives for which it is made. These conditions set out clearly what development is and is not allowed under the LDO.

Why your views matter

When preparing a Local Development Order the City Council has a statutory duty to consult under the Town and Country Planning (Development Managment Procedure) (England) Order 2010.

What happens next

We will consider the comments received and determine whether any modifications are required to the LDO. If sufficiently significant changes are are made then further consultation will be undertaken. Once consultation has been completed the LDO will be sent to the Secretary of State for consideration. Should the Secretary of State decide not to intervene then the LDO will be adopted. If the Secretary of State choses to intervene then either the LDO cannot be adopted or must be amended and reconsulted upon prior to adoption.
