We asked

Public consultation on the inspector’s Proposed Modifications to the Birmingham Development Plan and the Revised Sustainability Appraisal (SA) was undertaken from 17th August – 12th October 2015. Drop in sessions were held at local libraries and consultation forms advised how comments on the proposed modifications and revised SA could be made. This included by email, post, telephone and online via Be Heard. The documents were placed on the Council’s BDP website and Limehouse was used to collect and record the comments.

Statutory consultees such as Centro, Environment Agency, English Heritage, Natural England and local interest groups, developers, agents and other stakeholders were consulted.

The consultation exercise asked which modification(s) and section(s) of the revised SA the respondent’s comments related to, what their comment was, and what change (if any) they thought would be required to address their concern.

You said

A total of 1224 individual comments were received on the Proposed Modifications and 1042 comments were received on the revised SA. The majority of the comments received objected to the proposals for Langley and Peddimore (which require release of green belt land) and reiterated comments from the previous round of consultation on the Pre-submission version of the Plan.  Many of the comments made were not within the scope of the consultation. Support was also expressed by a number of respondents to the proposed modifications.

All comments were sent to the planning inspector for consideration. The inspector issued his final report to the City Council on the Birmingham Development Plan, which was published on 21st April 2016.

The inspector has endorsed the Council’s strategy for growth. There are relatively few changes from the submitted plan. The inspector has endorsed the Council’s approach to release of land from the green belt for the allocations at Langley and Peddimore, and also the Council’s approach for the delivery of the housing ‘overspill’.

Once adopted the BDP will become a key part of the city’s statutory planning framework, guiding decisions on all development and regeneration activity in the city up to 2031.

Overview

Proposed modifications to the BDP have now been published for a period of public consultation, comments should be submitted by the 5:00pm 12th October 2015.
