Overview

Following several road traffic collisions and concerns raised by residents, we are proposing to make some changes to City Road, to improve road safety. The scheme aims to reduce vehicle speeds and road traffic collisions in the area.

The proposed changes can be seen on the map below and include the following:

  • 20mph speed limit outside George Dixon schools (between Fountain Road and Portland Road) and City Road Primary School (between Selwyn Road and Twyning Road).
  • Vehicle activated speed signs in sections where the speed limit remains 30mph. When a vehicle is travelling too fast, a sign will remind the driver to slow down.
  • Central island kerbed sections in the middle of the road, to reduce overtaking movements. Five islands are proposed between Sandon Road and Rotton Park Road.
  • Central island with pedestrian space (pedestrian refuge) to the south west of Rotton Park Road, lining up with existing dropped kerbs and tactile paving.
  • Double yellow lines (no waiting at any time) on the corners of several side roads. At some junctions, footway build-outs to move the kerb further into the road will also be added, making it easier for vehicles to turn into and out of side roads. Details of the proposals at each junction can be found on the back of this letter.
  • Permanent bollards added on the pavement outside City Road Convenience Store to stop vehicles driving and parking on the footway.
  • Moving the bus stop at Rotton Park Road (north west side of City Road) approximately 2m further away from the junction. This stop is served by the 11C, 80, 80A services towards City Hospital and by the 847 school bus.

We will also use this opportunity to refresh the road markings and red surface treatment along City Road and to review which advisory disabled parking bays are still required, removing any which are no longer needed.

Other considerations

Some residents have asked whether we can install road humps or speed cushions. City Road is a bus route and a ‘blue route’ (a route frequently used by emergency service vehicles), meaning humps and cushions should not be used.

In future, we may use Average Speed Enforcement cameras on City Road. These proposed changes would not stop this from being possible.

What happens next?

After 31 March, we will review your comments and make any necessary changes to the scheme. There will then be a statutory consultation on the Traffic Regulation Order(s) necessary to make changes to speed limits and parking arrangements. We hope to implement the changes in Summer 2020.
