Housing and Employment Land Availability Assessment Methodology

We are consulting on the proposed methodology that we will use to undertake a Housing and Employment Land Availability Assessment (HELAA), which sets out how we will assess any potential development sites. The HELAA is a technical assessment of the availability, suitability and achievability of land in a local planning authority’s area for housing and economic development uses over the new plan period.

We would like people to comment on the proposed methodology, which can be accessed below, as the HELAA will be a key evidence base for the update of the Birmingham Development Plan.

Comments must be received by no later than Friday 20 August 2021

At the same time, we are also issuing a ‘Call for Sites’. This is an opportunity to submit site suggestions for development and land use for consideration through the BDP update process. Sites deemed suitable may then be allocated in the plan. The deadline for submission of sites suggestions is longer (21st January 2022), however, we encourage you to submit your sites as early as you can. Sites will be assessed in accordance with the final HELAA method and the results of the site assessments will be published later in the year.

Why we are consulting

On 29th June 2021, Birmingham City Council’s Cabinet agreed to commence an update of the Birmingham Development Plan (BDP) (adopted 2017). The new plan will contain planning policies to guide future development and allocate sites for new development to meet our future housing and employment over the next 20 years. The timetable for the preparation of the plan is set out in the Local Development Scheme (LDS) which was also approved at the same Cabinet meeting. The Cabinet report and LDS can be accessed by clicking on the link at the foot of the page
