We asked

After an unprecedented response to the Robert Clinic Public Space Protection Order (PSPO) public consultation. We received more than 2,100 completed questionnaires from members of the public.

We can announce that the public were in overwhelming support of the introduction of a PSPO to protect service users and staff who attend the clinic from both pro-life  and pro-choice vigils/protests.

Taking into consideration public opinion, evidence and submissions from representatives from both pro-ife and pro-choice groups we have made some amendments to the draft order.

The order was signed off by both Birmingham City Council and West Midlands Police on 7 September 2022 and will go live on Friday 16 September once the street signage has been installed.

A copy of the legal order will be published on the council’s website within the community safety section.

Overview

We are interested in your views.

You may be aware that there has been work amongst partners through the South East Birmingham Local Partnership Delivery Group to look at issues being experienced by local residents/service users to the Robert Clinic.

Birmingham City Council is consulting on the proposal to introduce a Public Space Protection Order (PSPO) in the area around the Robert Clinic, Station Road B30. This is to address certain behaviour by members of Pro- Life – Pro-Choice groups outside and in the locality of the clinic.

A local authority can make a PSPO if satisfied on reasonable grounds that there are a number of activities, carried out or are likely to be carried out in a public space ‘the restricted area', shown outlined on the map attached that have had, or are likely to have, a detrimental effect on the quality of life of those in the locality. The effect or likely effect of these activities is of a persistent or continuing nature such as to make these activities unreasonable, and justifies the restrictions imposed in this order.   (Anti-social Behaviour Crime and Policing Act 2014) (for full details see www.legislation.gov.uk)

This Order has been informed by evidence from residents and professionals, which demonstrates the scale of the issue for the local community, and we aim for it to be implemented for a period of time upto 3 years.

We are now at the consultation phase for this Order, which will conclude on Monday 23rd May 2022.  As part of this, are you able to provide me with comments in support of/ against this Public Space Protection Order?  These will be reviewed before the decision is taken whether to proceed with the Order.

There is a detailed summary of the background, evidence, draft order & map in the attached consultation document.

If you have any questions, please do not hesitate to contact me to discuss further.  I look forward to hearing from you.

Regards,

Oliver Humpidge
