Snapshot of Responses to the Consultation December 2014- January 2015

Question 6: How do you think our idea of a new Framework Agreement and micro-procurement process might affect you?

1.

“I feel that this sounds like a good idea, and yet I am wary of the cost-cutting affecting service users.”

2.

“This should work more consistently and fairly for everyone.”

3.

“It would give a more quality of care if Framework Agreement were monitor.”

4.

“Framework Agreement is fair and contractual to the organisation providing the care, ensuring they can provide a robust service for the Service User.”

5.

“At the moment I receive direct payments and I employ my own staff privately.  I hope this continues because I don’t improve of care agency workers”

6.

“It will help me understand better the services I receive.”

7.

“I think it will be easier for the Council to identify specific needs for the individual.”

8.

“I would have to move if this care home was no longer a provider of care and the Council decided not to use this organisation.”

9.

“It will help to ensure that each purchase represents best value.”

10.

“It will be good if the Care providers can have the “service level agreement” then this can be on the Council’s website for all to access.”

11.

“Computerised process with less choice?  Complexities of care.”

12.

“Who knows; depends on its implementation.”

13.

“I am not 100% but wonder whether there may be systematic biases using the new Framework Agreement and micro-procurement ideas.”

14.

“Possible use in our daughters future, when we need to get her settled in the appropriate independent / sheltered housing.  We cannot be around forever as we are getting older.”

15.

“It will have no effect on me at all.  It will cost a lot of money to achieve and complete the process, after which there will be no money left for Younger Adults.”

16.

“I won’t know exactly how it affects me as a full time elderly carer with a severe learning disability son until it is implemented.”

17.

“How can anything, no crime?  No liberty?!!! Where is justice?”

18.

“It is a good way to use ideas, for framework, and agreements for a variety, and providence and good ways, may not affect me.”

19

“As a parent its very had to know what the care company is like and what sort of (good-bad) care is provided.  Having a system in place would make it easier and streamline the process.”

20.

“May bring the wrong type of people into the care home.”

21.

“I don’t understand”

22.

“We will see.  Time will tell.”

23.

“I feel that I would have a better understanding of what is available.”

24.

“It would be good if the Framework Agreement got rid of the old historical agreements we have with BCC as several of our clients are on ‘protected rights’ contracts.  These are fixed payment contracts which no longer pay sufficient money for these clients care.”

25.

“It should make sure that this is for the full benefit of the people who need the care, not for the benefit of B’ham City Council.”

26.

“It seems a good idea what you are planning youngsters need help in what they need.”

27.

“I know nothing about it.”

28.

“No.”

29.

“I don’t get anything from the Council I don’t have a social worker.”

30.

“I have no ideas.”

31.

“Concerned that when this comes into force my care package will be re done and I might loose the agencies I already have that I am happy with and provide good quality care to me.”

32.

“I don’t think its going to work.  Stick to the basics.”

33.

“All the companies will work to terms and conditions which are same as it is the same contract.”

34.

“I agree if a company doesn’t meet my needs you’ll use a better company.”

35.

“Everybody gets a fair deal and a value for money deal.”

36.

“I can’t understand.”

37.

“So we could actually speak to a person, we have been waiting for social workers to sort problems out to no avail for years with no outcome, these new methods might help with making things more transparent and easier to work with.”

38.

“Not sure about how it would affect me.”

39.

“Fundding”

40.

“BCC should be looking at Person Centred Care everyone’s needs are very different always give the person who is being cared for has time to be involved in the care they receive.”

41.

“It’ll help me understand more.  Council provides good service, esp home care.”

42.

“This will affect my PA because I build a personal timetable with them and they’re flexible.”

43.

“Frankly, despite the “flowery” language used in your document, we can see an underlying trend in all of this, and we believe that is MONEY – the government is not funding the Council and we see all of this as a way of Saving Money – IE Cutbacks.  Is this not so?”

44.

“By not getting the right care providers who buying my care.”

45.

“Not sure”

46.

“?Don’t know”

47.

“Everyone should be paid the same.”

48.

“I think the council is right and care for younger children need for services.”

49.

“The new arrangements would lead to a more inflexible routine for the staff who take care of me and any financial savings could lead to a reduction in the time spent on my care.  I believe that your proposals would seriously compromise the high standard of care I currently receive.”

50.

“Jimmy responded “I don’t know”.”

51.

“I don’t know”

52.

“Will make it clearer as to which care providers are available to best meet the needs required.”

53.
