Vauxhall and Duddeston Road Safety and Accessibility Improvements
Overview
The Vauxhall and Duddeston road safety and accessibility improvements project is part of Birmingham City Council's broader Transport Plan and Road Harm Reduction Strategy and is funded by the High Speed 2 (HS2) Road Safety Fund.
Vauxhall and Duddeston have been chosen for safety improvements due to the high volumes of traffic, road traffic collisions (RTCs) and issues with pavement parking in the area. In the past 3 years, 58 RTCs occurred, with 24 of these happening on the B4132 (Vauxhall Road, Melvina Road and Great Francis Street), a route that is used by 18,000 vehicles a day.
The high traffic volumes present safety risks for the community, particularly for students attending the three schools located along this route. High parking demand in the area has also led to widespread pavement parking, with up to 41% of all parked vehicles obstructing the pavement for people walking and wheeling.
Proposed Measures
The project is made up of three main types of measures. These include improvements for walking, cycling and public transport, traffic management improvements and the introduction of parking restrictions. Together these proposals aim to create a safer, more attractive environment for everyone.

Walking, cycling and public transport proposals
- The creation of a Local Travel Point (offering a range of transport options and community services in one place, such as cycle/e-scooter hire and storage), located outside the shops on B4132 Great Francis Street
- A new zebra crossing point (for people walking only) on Great Francis Street to provide better access to Duddeston Train Station
- New raised crossings (elevated crossings designed to slow down traffic) at Barrack Street, Erskine Street, Hilden Road, Wardlow Road and Little Hall Road
- Upgrading the existing zebra crossings to signalised crossings outside the BOA Digital Academy and Heartlands Academy on Vauxhall Road
- An improved crossing (desire line crossing) on Melvina Road to support more direct access across the road
- A new zebra crossing on Vauxhall Road between Erskine Street and Revesby Walk
- A new zebra crossing on Duddeston Manor Road, outside St Matthews Primary School
Traffic management proposals
- A 20mph speed limit on Vauxhall Road between Barrack Street and Duddeston Manor Road, outside of BOA Digital Academy
- A modal filter (such as a bollard or planter) on Francis Street at the junction with Duddeston Manor Road, to stop cars from driving through, while still allowing walking, wheeling and cycling
- A bus gate on Vauxhall Road between Vauxhall Grove and Duddeston Manor Road, with access for buses, cyclists, taxis and emergency vehicles only

Controlled parking zone proposals
Three controlled parking zones (CPZ) are proposed within the scheme area, which could include:
- Residents’ permit parking (only people living in the area can park with a permit)
- Business permit parking (only local businesses can park with a permit)
- Business loading permits (for businesses to load/unload goods)
- Double yellow lines (no parking at any time)
- Pavement parking restrictions (no parking on pavements), to keep them clear for people walking and wheeling
What Happens Next
Following the consultation period, we will review all responses and make any necessary changes to the plans. Should the decision be made to proceed with the scheme, the proposals will be implemented under Traffic Regulation Orders (TRO, the legal document needed to make changes on roads).
