City Centre Emergency Spill Out Measures Consolidation
Overview
From Summer 2020, a number of temporary measures were introduced to support the reopening of hospitality under strict social distancing restrictions in line with pandemic guidelines. These measures, supported by Temporary Pavement Licences, enabled the spill-out of outdoor sitting areas. Footway widenings, footway diversions and parklets were gradually introduced and welcomed by customers, business owners and Business Improvement Districts (BIDs).
With all social distancing restrictions ending and life returning to ‘normal’, the Council has undertaken a review of the measures that were implemented to determine whether they remain viable for retaining as permanent features. The permanent footways would be constructed using the same materials present at each location, including conservation kerbs and stone or concrete paving slabs.

Subject to the outcome of the consultation, the recommended actions to the above measures would look to commence during summer 2023. The exact timescales and sequencing would depend upon traffic management requirements at the time, but we would always try to minimise any disruption.
