Overview

Birmingham City Council, alongside Central and Colmore Business Improvement Districts (BIDs), are consulting on plans to enhance public spaces and connectivity in the city centre. The aim is to create an attractive, welcoming, and safer environment to attract more visitors to Birmingham city centre which will assist economic growth.

This consultation includes two schemes: City Centre Public Realm Phase 2 and Snow Hill Public Realm Phase 3A (Newhall Street traffic management). It is envisaged that the schemes will be taken forward together to keep disruption to a minimum and maintain access where possible.

City Centre Public Realm Phase 2

The City Centre Public Realm scheme aims to enhance the city centre by creating an attractive and safe environment, through improvements such as, new paving, widened footways and enhanced street lighting. These improvements will create a lasting legacy by providing a safe, attractive and welcoming pedestrianised environment for all users to enjoy.

Snow Hill Public Realm 3A improvements

The Snow Hill Public Realm improvements are part of a wider programme aimed at improving connectivity for pedestrians, cyclists, and public transport users in the area around Snow Hill Station. Improvements include the reinstatement of two-way traffic on Newhall Street, as well as the reversal of the direction of flow of one-way traffic on a section of Waterloo Street and Temple Row West.

  • Upgrading Bennetts Hill between Colmore Row and Waterloo Street, to become two-way
  • Changing the traffic signals at the junction of Colmore Row with Bennetts Hill and Newhall Street
  • Reversing the one-way flow of traffic on Waterloo Street between Bennetts Hill and Temple Row West from westbound to eastbound (towards the Cathedral)
  • Reversing the one-way flow of traffic on Temple Row West between Colmore Row and Waterloo Street from southbound to northbound (towards Colmore Row)
  • Relocating loading and disabled parking bays to accommodate the changes on Bennetts Hill and Newhall Street
  • Removing a number of general parking and taxi bays from Newhall Street and Waterloo Street

  • Introducing two-way traffic flow on sections of Bennetts Hill and Newhall Street to enable cyclists to travel northbound (towards Jewellery Quarter) and southbound (towards New Street).
  • Reversing the one-way traffic flow direction on Waterloo Street (between Bennetts Hill and Temple Row West) to enable cyclists to travel eastbound (towards St Philip’s Cathedral) with the general traffic flow
  • Introducing a contraflow cycle lane on Waterloo Street that will allow cyclists to travel westbound (towards Victoria Square)
  • Changing the one-way traffic flow on Temple Row West to enable cyclists to travel northbound (towards Colmore Row) with the general flow of traffic
  • Introducing a southbound contraflow cycle lane on Temple Row West (towards New Street) between Colmore Row and Waterloo Street

What happens next

Construction of both the City Centre Public Realm Phase 2 scheme and the Snowhill 3A Traffic Management scheme is expected to begin in 2024.

Disruption will be minimised as much as possible by:

  • Adopting a phased approach to the construction works
  • Co-ordinating with other local works
  • Maintaining access to businesses where at all possible (short-term unavoidable interruptions to access would be undertaken outside normal trading hours)
