Safety improvements to Nursery Road and Yateley Road

In March 2020, Transport for West Midlands (TfWM), in partnership with Birmingham City Council, consulted on proposals to make Nursery Road and Yateley Road in Harborne safer.

64 responses were received.
There was a generally positive response for the measures at Nursery Road, with 63% in support. There was a lack of support for the measures at Yateley Road residents, with 38% supporting the proposals.
We did
After a period of analysis for the proposals at Nursery Road, it has been decided to keep the scheme under review until the outcomes of the Harborne Road Safety proposals in the area are delivered.
Given the lack of support to the measures at Yateley Road, it has been decided to not proceed with the proposals at this time.

Overview
Transport for West Midlands (TfWM) and Birmingham City Council (BCC) are working together to make Nursery Road and Yateley Road in Harborne safer.
Proposed changes
Nursery Road
On the east side of Nursery Road:
- double yellow lines to prevent parking on the full length of road between Kingscote Road and Harborne Road.
- bollards on the footway, to prevent vehicles mounting the kerb and driving on the pedestrian area. The bollards will be spaced approximately 5m apart, but positioned to allow access to properties with off street parking.
On the west side of Nursery Road:
- alongside the green, resident permit holder parking– space for approximately 6 cars.
- outside the houses, single yellow line restrictions to ban parking and waiting during busy times (no waiting 7:30am-10:00am and 2:30pm-6:30pm).

Who can buy a resident permits?
Permits would only be available to people living on Nursery Road between Kingscote Road and Harborne Road. A permit will be for a specific vehicle, which must be registered to the property on Nursery Road.
How many permits can I buy?
Given the limited parking space available, only one permit per household would be sold on Nursery Road.
How much would permits cost?
Currently, a single permit would cost £19 per year (free for a blue badge holder). Where schemes can support more than one permit per household, subsequent permits are charged at £38 per year.
A replacement permit (lost, stolen, damaged or change of vehicle registration) would cost £12.
All prices are reviewed annually.
What if there are no spaces available?
Buying a permit does not guarantee a parking space. If there is no space in the resident permit holder parking, you would need to find somewhere else to leave your vehicle.
What about my visitors?
Given the limited parking space available, visitor permits would not be sold for Nursery Road.
Do I have to buy a permit?
You would only need a resident permit if you want to park in the resident permit holder only parking spaces. If you do not have a vehicle or choose to park elsewhere, you would not need a permit.
Yateley Road
On the northern side of Yateley Road:
- outside the houses, single yellow line restrictions to ban parking and waiting during busy times (no waiting 9.30am-2:30pm and 3:30pm-7:00pm Mon - Fri).
Why are we proposing these changes?
In the last year, we have consulted with local residents on two proposed transport schemes in the area.
In April 2019, we consulted with residents on possible parking measures covering 13 areas around the Queen Elizabeth Hospital and University of Birmingham, specifically asking about the residential streets to the north of Harborne High Street. Responses to the proposals were mixed, and as a result of this it is unlikely that the full parking scheme will go forward in this area. However, people living on Nursery Road told us they would prefer some kind of residents parking scheme on that road.
In July, we consulted on proposed changes to three junctions on Harborne Road (Augustus Road/Chad Road, Richmond Hill Road and Brook Road), with the aim of improving road safety.
People told us that they are concerned about safety on Nursery Road, particularly danger to pedestrians because vehicles are being driven on the pavement to pass one another next to parked cars.
We also heard from people on Yateley Road concerned about safety on Yateley Road, particularly when pulling off driveways due to a lack of visibility caused by parked vehicles along Yateley Road.
After considering these responses, we are now proposing the changes detailed above.
What happens next?
After this consultation closes, we will review all your comments and make any appropriate changes to the plans. The next step will be to carry out a statutory consultation on the legal Traffic Regulation Order before the changes could be made.
