UNIVERSITY AND HOSPITAL PARKING MEASURES: Traffic Regulation Order

Overview

Recent expansions at the University of Birmingham and facilities on the Queen Elizabeth Hospital site mean that more people are now travelling to this area. Together with new homes and an increase in car ownership, there are now significant pressures on parking in local streets. This can have a negative impact on access for deliveries, buses and waste vehicles, and on the safety of all road users. Many properties do not have private off-street parking, and so there are increasing demands on the limited supply of public on-street parking spaces.  We are therefore proposing measures that prioritise parking provision for local residents in local streets, and improve access and safety of local roads.

In May 2019, Birmingham City Council carried out a consultation with residents/businesses in the 13 areas regarding the proposed controlled parking measures.

The decision has been made to proceed to Full Business Case stage with the shortlist of eight areas – 3D, 2C, 3C, 1B, 3A, 3B, 5 and 2B - as the priority areas, delivery of which is still subject to final approvals.

About this consultation

This consultation is the formal advertisement of the Traffic Regulation Orders, the legal documentation needed to make changes to the status of the highway (road).

During this consultation, you can make comments on the proposals or submit a formal objection (which must include the grounds for the objection). 

All responses must be received by 13th September 2021.

What is included in this consultation?

A Traffic Regulation Order, or TRO is the legal documentation required to make changes to the status of the highway (road). A TRO is often accompanied by a plan (map) showing the proposed measures visually.

For this scheme, we have also included a consultation plan (map), which has no legal status, but which you may find clearer to see the proposed changes - see the link at the bottom of the page.

What is proposed?

On streets where people live, we are proposing a resident permit scheme which operate on different days and times depending on the area - please consult particular drawings for the details. During these times only vehicles displaying a resident parking permit (or resident’s visitor permit) would be allowed to park there. Only local residents will be able to apply for permits. Residents will have to purchase permits at a cost of £19 per year, and £38 per year for additional permits per property.

Business permits would be available to allow local workers to park in the same bays (where applicable), at a cost of £142 per year.
