The views of the public on 4 options for change to the internally operated Older Adults Day centres, including proposed closure. Between 6/7/16 and 4/10/16 a formal public consultation was carried out.

You said

A number of responses and comments were received in response to the consultation and the proposed options. The most popular option was for no change.

We did

We assessed the feedback from the consultation and also took into account alternative available service provision. Analysis of the availability of alternative provision concluded that there was sufficient capacity in most parts of the city to meet the care and support needs and cultural needs of people currently using the internal service. The Council’s Cabinet made the decision to close the internally operated day centres on a phased basis between December 2016 and March 2018. 

Overview

 

The Older Adult Day Services provide day care to people who meet national eligibility criteria.

There are eight Council-run day centres aimed at supporting older people who are frail or have dementia. The day centres offer people light physical exercise and mental agility exercises with the opportunity to meet and socialise with peers. The locations of the service are as follows:

 

  • Elders Groups within the 4 Care Centres:
    • Norman Power Centre – Ladywood
    • Anne Marie Howes Centre – Sheldon
    • Kenrick Centre – Harborne
    • Perry Tree Centre - Kingstanding
  • African-Caribbean Day Centre – Kings Heath
  • Boldmere Day Centre – Sutton Coldfield
  • Shakti Day Centre – Highgate
  • Magnolia Day Centre (now merged with the Elders Group at Norman Power Centre)

The service provides a break to carers allowing them to either continue working or have valuable respite from their caring role.

Why your views matter

Birmingham City Council intends to reorganise its internally provided services, so that people may choose to buy these or different community based services which meet their assessed eligible needs for care and support. Government guidelines prevent the use of a Direct Payment to purchase services run by the Council. Birmingham City Council is committed to developing services for people that help them to live as independently as possible, exercising choice and control over the planning and delivery of the support they need.

The Council gives people a personal budget, of which all or some can be taken as a Direct Payment, to spend on their care and support services. In the longer term this means we need to move away from mainstream funding the present Council Day Services.  The Council will also continue to encourage eligible service users to take their personal budget as a Direct Payment, from which they can buy a range of services including traditional day care, support from a personal assistant, or other types of community based support. The Council’s approach will be to encourage people to manage their own resources and care wherever they can to maximise their independence.

The Council said it would carry out further work to develop detailed proposals, including which centres it proposes to close and that it would consult further on these.

 

 

What happens next

We will use the information you provide to support the further development of these proposals and to form a recommendation which will be presented to Cabinet for decision in Autumn 2016.
