City Centre Movement and Access Cheapside Traffic Regulation Order (TRO)
Overview
This consultation is part of the City Centre Movement and Access strategy (CCMA). This strategy aims to introduce a series of infrastructure and traffic management measures over a number of years, in order to transform the city centre into a more attractive place to live, work, visit, and do business.
In line with the Birmingham Transport Plan, the CCMA strategy aims to:
- provide safer facilities for active travel
- prioritise public transport
- reduce the dominance of private vehicles on local roads and lead to greater use of the A4540 ring road

In September 2021, we consulted on the City Centre Movement and Access project (previously known as City Centre Traffic Segments). This consultation was to make permanent the temporary traffic measures introduced in 2020, during the Covid-19 pandemic, and included new traffic management measures along Cheapside to form part of the segment boundary.
The 2021 consultation set out the proposals which include a series of traffic management interventions along Cheapside to reduce through traffic and to redirect it onto the A4540 Middleway (ring road).

During this consultation, you can make comments on the traffic regulation order relating to this project described below, or submit a formal objection (which must include the grounds for the objection). All responses must be received by 27 September 2024.

What is included in this consultation?
A Traffic Regulation Order (TRO), is the legal documentation required to make changes to the status of the highway (road). This consultation is to make residents and businesses aware of the proposals to introduce and make permanent, TROs on the City Centre Traffic Segments Cheapside project.
The TROs in this consultation include seven types of change: one-way restrictions; contra-flow cycling; contra-flow bus lanes; bus gates; parking restrictions; speed cushions; traffic movements.
One-way streets
To introduce lengths of one-way traffic on:
- Rea Street
- Cheapside
- Birchall Street
- Lombard Street
- Alcester Street
- Ravenhurst Street
- Broom Street
- Moseley Road
Contra-flow cycling
To introduce contra-flow cycle lanes on: Rea Street
Contra-flow bus lanes
To introduce contra-flow bus lanes (with exception for Licensed Taxis & Pedal Cycles) on: Moseley Road
Bus gates
To introduce bus gates* on: Barford Street
*A bus gate is a short section of street in which only buses and other authorised vehicles can go through.
Parking restrictions
To vary waiting restrictions on lengths of:
- Alcester Street
- Birchall Street
- Broom Street
- Cheapside
- Lombard Street
- Moseley Road
- Ravenhurst Street
- Rea Street
Speed humps
To introduce speed humps on:
- Cheapside
- Rea Street

Traffic movement
To introduce compulsory left turns (with exception for pedal cycles) on:
- Cheapside at its junction with Birchall Street
- Cheapside at its junction with Alcester Street
- Lombard Street at its junctions with Cheapside
- Rea Street at its junctions with Cheapside
