Kings Heath and Moseley Places for People Traffic Regulation Order (TRO)
Overview
Places for People (PfP) in Kings Heath & Moseley aims to reduce traffic in residential neighbourhoods. By discouraging unnecessary car journeys and making it easier to walk and cycle, we can:
- Create quieter, more pleasant streets
- Provide safer facilities for active travel
- Improve road safety
Following public consultation and engagement activities on the proposals for Kings Heath & Moseley PfP, and subsequent amendments to the plans based on this engagement, we are now at the stage of formalising these proposals through a consultation on the Traffic Regulation Orders (TRO) - the process required to make changes to the status of the highway (road).

During this consultation, you can make comments on the proposals or submit a formal objection (which must include the grounds for the objection).
You can make your response in one of three ways:

What is included in this consultation?
A Traffic Regulation Order (TRO) is the legal documentation required to make changes to the status of the highway (road). This consultation is to make residents and businesses aware of the proposals to introduce and make permanent, TROs in the Kings Heath and Moseley Places for People project area.
The TROs in this consultation include the following key measures:
- One-way streets and contraflow cycling routes to improve safety and accessibility for cyclists
- Permanent modal filters to prevent motor vehicles from using certain residential streets as cut-throughs
- Waiting restrictions on selected streets to improve traffic flow and visibility
Some of the final designs differ from the initial Phase 1 design. Based on updated traffic assessments and community feedback, there is therefore a need to formally withdraw some of those original TROs.
In addition, we are proposing the following changes which can be implemented with a Traffic Notice rather than a TRO:
- Traffic calming measures on Billesley Lane, Springfield Road, Clarence Road and Gaddesby Road to reduce vehicle speeds and improve safety
- Zebra crossing on Billesley Lane to improve pedestrian safety
