Overview

The Birmingham Edgbaston Metro extension, bringing trams from Centenary Square (the Library) to Hagley Road, opened on Sunday 17 July 2022.

A critical part of the Metro scheme was the removal of any waiting or loading area on Broad Street that would obstruct tram and bus services. Our work with local stakeholders, through the Westside Business Improvement District has highlighted the need to make changes to the proposals for the side streets close to Broad Street to accommodate night-time economy requirements alongside the loading requirements for the businesses.

These proposals form part of a wider package of measures to support the operation of the Metro. As you might be aware, there are other temporary traffic management measures currently in place around the Broad Street area to help with the movement of buses, vehicles and cyclists. We will continue to write to affected residents and businesses when changes are made to these.

We have installed temporary measures to some of the side streets off Broad Street (first 50 - 100 metres) to accommodate the loading and parking requirements. We would like to get your views on making these changes permanent on: Berkley StreetGas Street, Granville Street, Bishopsgate Street and Sheepcote Street (east & west).

To balance different needs throughout the day (including at night), the proposals include:

  • loading facilities;
  • opportunities for general traffic, including Private Hire Vehicles, to drop off and pick up only (waiting not allowed);
  • changes to Hackney Carriage (black cab) ranks;
  • retaining disabled (Blue Badge) parking provision within the area;
  • changes to Pay and Display parking.

Berkley Street

Berkley Street (Broad Street to Multi-story carpark) proposals

Existing taxi rank on the east side of the road to become a shared loading/taxi facility

  • Loading (6.00 a.m. - 7.30 p.m.) 
  • Taxi (7.30 p.m. - 6.00 a.m.)

Double yellow lines (no waiting at any time) to replace single yellow line across private access to join up with existing double yellow line (east side of road).

  • Allows drop off/pick up and loading if not obstructing traffic movement into access.

Former part-time taxi area on west side of road to become a shared loading/taxi facility

  • Loading (6.00 a.m. - 7.30 p.m.)
  • Taxi (7.30 p.m. - 6.00 a.m.)

Former length of single yellow line on west side of road to be amended to provide 24 hour taxi rank

Gas Street

Gas Street (Broad Street to access to Quayside multi-storey carpark) proposals

Existing disabled parking bay to be relocated to east side of road removing part of the existing Pay & Display facility

Pay and Display (east and west side of road) to become shared Pay & Display and drop off/pick up with:

  • Paid parking (Monday - Saturday 8.00 a.m. – 6.00 p.m., 4 hours maximum no return within 1 hour)
  • Free parking (Monday - Saturday 6.00 p.m. – 7.30 p.m. and Sunday 8.00 a.m. – 7.30 p.m.)
  • Drop-off/ pick -up (7.30 p.m. - 6.00 a.m.)
  • No loading (7.30 p.m. – 6.00 a.m.)
  • Loading will be permitted within these parking bays from 6.00 a.m. – 7.30 p.m. (but payment will be required Monday - Saturday between 8.00 a.m. and 6.00 p.m.
  • No waiting (7.30 p.m. – 8.00 a.m.)

Shared loading and no waiting /loading bays on west side of road

  • Loading (6.00 a.m. – 7.30 p.m.)
  • No waiting & no loading (7.30 p.m. – 6.00 a.m.) 
  • Drop-off /pick-up  (7.30 p.m. -  6.00 a.m.)

Granville Street

Existing 24 hour taxi bay on west side of road to become a shared loading and drop off/pick-up bay

  • Loading (6.00 a.m. - 7.30 p.m.)
  • Drop off/pick up (7.30 p.m. - 6.00 a.m.)

Existing Pay & Display bay on west side of road to become a shared Pay & Display and drop off/pick up with:

  • Paid parking (Monday - Saturday 8.00 a.m. – 6.00 p.m., 4 hours maximum no return within 1 hour)
  • Free parking (Monday - Saturday 6.00 p.m. – 7.30 p.m. and Sunday 8.00 a.m. – 7.30 p.m.)
  • Drop-off/ pick -up (7.30 p.m. - 8.00 a.m.)
  • No loading (7.30 p.m. – 6.00 a.m.)
  • Loading will be permitted within these parking bays from 6.00 a.m. – 7.30 p.m. (but payment will be required Monday - Saturday between 8.00 a.m. and 6.00 p.m.
  • No waiting (7.30 p.m. – 8.00 a.m.)

Limited length of loading on the east side of road (7.30 p.m. - 8.00 a.m.) with no waiting/no loading at any time on remaining length (for cyclists using the contraflow cycle lane).

Bishopsgate Street

Bishopsgate Street (Broad Street to multi-storey carpark access) proposals

Section of road to be made one-way southbound between Broad Street and prior to the entrance/exit to/from the multi-storey carpark. There will be no access to the multi storey carpark on this one-way section of Bishopsgate Street from Broad Street.

  • Access to the Five Ways multi-storey car-park entrance is via Tennant Street or northbound along Bishopsgate Street with a left turn in. Egress from the car-park must be southbound, continuing along Bishopsgate Street or turning into Tennant Street

24 hour taxi rank on east side of road to be retained

Existing taxi rank on west side of road to be replaced with 24 hour loading only area (20 mins, no return within 1 hour)

  • Drop off/pick-up allowed if loading area is vacant

From carpark access southwards, no waiting/no loading at any time on both sides of road to prevent carpark entrance/exit being obstructed

Bishopsgate Street/Tennant Street junction

Bishopsgate Street/Tennant Street junction proposals

Removal of the temporary bus stops near the junction (installed as part of the diverted bus routes during Metro works) and previous Controlled Parking Zone provisions to be reinstated

Temporary no loading at any time restrictions introduced around the junction for the bus diversions to be retained as permanent restrictions to keep the junction clear and tie-in with existing restrictions

Sheepcote Street (west)

Sheepcote Street (west) proposals

Limited loading provision on east side of road (length still to be determined)

Section of Pay & Display parking to be reinstated/created on east and west sides of road with:

  • Paid parking (Monday - Saturday 8.00 a.m. – 6.00 p.m., 4 hours maximum no return within 1 hour)
  • Free parking at all other times

24 hour disabled parking bay on east side of road (length still to be determined)

No waiting at any time/no loading at anytime gap to be provided on east and west side of road near to the junction with Broad Street to provide a turning head

The existing ‘No Motor Vehicle except for access’ restriction from Broad Street is expected to accommodate waste collection vehicles, and larger servicing /delivery vehicles, that cannot turn around if they approach from the roundabout.

All other sections of Sheepcote Street (west) between the roundabout and Broad Street (that are not part of the red route) to be no waiting/no loading at any time

  • Drop off/pick up permitted if not obstructing traffic movement

Sheepcote Street (east)

Loading bay adjacent to Left Bank residential development on the west side of the road to be formalised and incorporated into these proposals

  • Loading (20 minutes, no return within 1 hour)

All other sections of Sheepcote Street (east) between the roundabout and Broad Street (that are not part of the red route) to be no waiting/no loading at any time

It is also proposed not to implement the loading and taxi bay/Red Route on Oozells Street, that were previously advertised in the September/October 2021 formal consultation
