Dudley Road Phase 5 - Lee Bridge to Western Road: Traffic Regulation Orders
Overview
The A457 Dudley Road/Spring Hill corridor forms part of Birmingham’s Strategic Highway Network and provides a key arterial route from the Black Country into central Birmingham. The road is heavily used by both local and through traffic and forms part of the emergency vehicle route to the M5 Motorway.
Delays as a result of congestion significantly add to business costs and discourage firms from investing and locating in this area, as well as adversely impacting on access to employment opportunities for local residents.
Walking, cycling and public transport are all vital tools in the difficult tasks of solving congestion, air quality and our climate crisis. The COVID-19 pandemic has also changed people’s habits and further highlighted the importance of walking and cycling as safe and sustainable ways to travel.
We are therefore planning to improve the A457 Dudley Road/Spring Hill corridor to:
- upgrade facilities for pedestrians and cyclists,
- provide new bus lanes,
- reduce traffic congestion through junctions.
We are seeking to implement this fifth phase of the scheme in spring 2023.
This consultation is about the Traffic Regulation Orders (the legal documents required to make changes to the status of the road) associated with Phase 5 of the Dudley Road improvement scheme (Dudley Road between Winson Green Road and Western Road).

What is included in this consultation?
A Traffic Regulation Order, or TRO, is the legal documentation required to make changes to the status of the highway (road). This consultation is to make residents and businesses aware of the proposals to introduce, amend and make permanent, TROs on the A457 Dudley Road corridor between Winson Green Road and Western Road.
A TRO is accompanied by a plan (map) showing the proposed measures visually.
The TROs in this consultation include four types of change: parking restrictions; bus lanes; traffic movements; traffic calming (raised table).
There is also information regarding the installation of a parallel crossing for pedestrians and cyclists, the installation of segregated cycleway and non-segregated shared use footway/cycleway, and the installation of toucan crossing facilities.

Parking
No waiting at any time, no loading at any time on lengths of:
- Dudley Road
- Barford Road (at its junction with Dudley Road)
- Heath Street (at its junction with Dudley Road)
- Aberdeen Street (at its junction with Dudley Road)
Existing parking restrictions to be revised on lengths of:
- Dudley Road eastbound (into city) - no waiting 7.00a.m.-1.00 p.m., limited waiting 1.00 p.m. -7.00 p.m., maximum stay 1 hour, no return within 1 hour
- Dudley Road westbound (out of city) - no waiting 1.00 p.m.-7.00 p.m., limited waiting 7.00 a.m. -1.00 p.m., maximum stay 1 hour, no return within 1 hour

Bus lanes
Lengths of bus lane will be introduced along Dudley Road between Winson Green Road and Hooper Street:
- Eastbound (into city) 7.00 a.m. to 1.00 p.m. seven days a week
- Westbound (out of city) 1.00 p.m. to 7.00 p.m. seven days a week
Bus stops along this section of Dudley Road will either be retained or re-located near to the original stop location and re-marked.
Turning movements
Right turn movements will be prohibited from:
- Heath Street into Dudley Road
- Dudley Road into Northbrook Street
Left turn movements will be prohibited from:
- Dudley Road into Heath Street
- Dudley Road into Northbrook Street
U-turn movement will be prohibited on:
- Dudley Road for vehicles travelling westwards (out of city) at the junction with Heath Street

Raised table
A raised table (a raised section of the road approximately 100 mm in height with a ramp on each approach to slow vehicles down) will be installed on:
- Aberdeen Street (near to its junction with Dudley Road)
Install a parallel crossing (where cyclists have a crossing parallel and adjacent to the pedestrian crossing) on the raised hump on:
- Aberdeen Street (near to the junction with Dudley Road)
Upgrade a pedestrian crossing from a pelican crossing (for pedestrians) to a toucan crossing (for pedestrians & cyclists) on:
- Dudley Road, west of its junction with Heath Street
Install a toucan crossing (for pedestrians & cyclists) on:
- Heath Street (near to its junction with Dudley Road)
