Snow Hill Public Realm - Lionel Street/Newhall Street Traffic Regulation Order

Overview

Colmore Business Improvement District and Birmingham City Council are working together to deliver the Snow Hill Public Realm programme. The programme includes a number of projects to improve public transport interchange and connectivity, enhance the public realm and prioritise pedestrian movement, reallocate the unused on-street parking and encourage on-street activities.

To facilitate the works of Snow Hill project 1.1 Colmore Row (East) and Livery Street which involves the removal of the existing right turn from Livery Street into Colmore Row (towards the Council House), an alternative route for the 101 bus service and other bus services currently turning right into Colmore Row from Livery Street will be provided via Lionel Street and surrounding roads.

A Traffic Regulation Order, or TRO, is the legal documentation required to make changes to the status of the highway (road).

This formal, legal process has to be carried out before the changes can be introduced on the road itself.

During this consultation, you can make comments on the proposals or submit a formal objection (which must include the grounds for the objection). What is included in this consultation?

A Traffic Regulation Order (TRO) is the legal documentation required to make changes to the status of the highway (road).

A TRO is accompanied by a plan (map) showing the proposed measures visually.

This TRO includes parking restriction changes.

These plans have no legal status. They have been created to show the TRO changes that will be made, as well as the bus priority measures at the junction of Lionel Street and Newhall Street.

Traffic Regulation Order

To enable this scheme, the following measures will need to be implemented:

• Removal of 6 parking spaces (3 on Newhall Street on the North West approach to the junction with Lionel Street, and 3 on Lionel Street on the offside of the South West approach to the junction with Newhall Street)
• Installation of double yellow lines (no waiting at any time and no loading between 8.00 a.m. and 6.00 p.m.) at the junction of Newhall Street and Lionel Street to replace the 6 parking bays (as above) 
• Removal of single yellow line and replacement with double yellow lines (no waiting at any time and no loading between 8.00 a.m. and 6.00 p.m.) along Lionel Street on the South East side to tie in with the existing double yellow lines at the junction with Ludgate Hill and the existing double yellow lines on the approach to Newhall Street
• Removal of single yellow line across the access between 40 and 33 Lionel Street on the north-west side and replacement with double yellow lines (no waiting at any time and no loading between 8.00 a.m. and 6.00 p.m.)
• Installation of bus priority measures at the Newhall Street/Lionel Street junction: Stop line and signal head relocated 12 metres further back on Lionel Street on the South West approach to the junction with Newhall Street to allow buses and other large vehicles to manoeuvre through the junction safely

These changes mean a change to the existing Controlled Parking Zone (Jewellery Quarter) TRO. For this existing TRO, we have a set of plans showing all the parking restrictions in the area; when making a change the revised plans must always be at the same map scale and show the same area as in the original TRO. Therefore the maps won’t always look ‘nicely’ framed, changes could be right on the edge.
