Overview

Over the next few years, a lot of new housing will be built near Dudley Road, increasing the number of people wanting to travel in the area.

Walking, cycling and public transport are vital tools in the difficult tasks of solving congestion, air quality and our climate crisis. The COVID-19 pandemic has also changed people’s habits and further highlighted the importance of walking and cycling as safe and sustainable ways to travel.

We are therefore planning to improve the Winson Green Road and Heath Street area to:

  • upgrade facilities for pedestrians and cyclists
  • reduce traffic congestion through junctions

We are hoping to start building this fourth phase of the scheme around Winson Green Road and Heath Street, in late 2022.

This consultation is on the legal order required to make changes to the road for this fourth phase of delivery.

About this consultation

This consultation is the formal advertisement of the Traffic Regulation Orders, the legal documentation needed to make changes to the status of the highway (road).

During this consultation, you can make comments on the proposals or submit a formal objection (which must include the grounds for the objection). You can either make your response via this webpage (please provide your contact details as part of your response) or you can post a written objection to Assistant Director - Transport & Connectivity, Inclusive Growth Directorate, 1 Lancaster Circus Queensway, PO Box 14439, Birmingham B2 2JE.

All responses must be received by 21 November 2022.

What is included in this consultation?

A Traffic Regulation Order, or TRO is the legal documentation required to make changes to the status of the highway (road). A TRO is often accompanied by a plan (map) showing the proposed measures visually.

This consultation includes one type of TRO: parking restrictions (waiting and loading restrictions). 

There is also information in this consultation about proposed controlled pedestrian/cycle crossing facilities (toucan crossings) and the installation of segregated cycleway and non-segregated shared use footway/cycleway. These changes can be made without a TRO.

Waiting and loading TRO

The following waiting and loading restrictions are proposed:

No waiting at any time, no loading/unloading at any time on lengths of:

  • Heath Street (including across the access to Lidl supermarket)
  • Winson Green Road

No waiting at any time, no loading/unloading 3.00 p.m. – 7.00 p.m. on lengths of:

  • Heath Street

No waiting at any time on lengths of:

  • Winson Green Road
  • Cuthbert Road

Pedestrian/cycle crossings

Toucan crossings (a signal controlled crossing for pedestrians and cyclists) are proposed on:

  • Heath Street - both sides of the junction with Winson Green Road
  • Winson Green Road - both sides of the junction with Heath Street

Non-segregated shared use footway/cycleway

Are proposed on:

  • All arms of the junction of Winson Green Road/Heath Street
  • Cuthbert Road at it's junction with Winson Green Road

Segregated cycleway

Are proposed on:

  • The north side of Heath Street to tie-in with the non-segregated shared use footway/cycleway at the junction with Winson Green Road and the segregated cycle way on Dudley Road.
  • The west side of Winson Green Road to tie-in with the non-segregated shared use footway/cycleway at the junction with Heath Street and Cuthbert Road.
