We did

A joint decision to approve the proposal was made on 31st January 2017 by the Cabinet Member for Children, Families and Schools and Strategic Director of People.

A Request for Call-In was made to the Schools, Children and Families Overview and Scrutiny (O&S) Committee by two Sutton Trinity Ward Councillors on 2nd February 2017.

The Schools, Children and Families O&S Committee met on 8th February 2017 to consider the matter. The Committee resolved to Call-In the decision for reconsideration by the Executive Cabinet Committee.

In accordance with DfE School Organisation Legislation on 15th March 2017 we submitted a request to the Office of the Schools Adjudicator (the Adjudicator) for a decision.

The Adjudicator is Dr Bryan Slater; please see the attached letter, "Letter from Adjudicator", outlining the activity he will be undertaking and invitation for further comments. A public meeting is arranged on Wednesday 5th April 2017, 3:30pm at Moor Hall Primary School, Rowalan Road, Sutton Coldfield, B75 6RE.

Update: The Adjudicator has issued a second letter to stakeholders 20th April 2017, giving the final deadline for additional comments as 5th May 2017.

We will report the Adjudicator's decision, when it has been received.

Traffic and transport issues: during the consultation period, a proportion of feedback related to traffic and transport concerns.  As previously communicated this has been shared with the project team that will deliver the proposal, if approved; and they have provided two documents which are attached to this consultation for information: Transport Statement Moor Hall School; Draft Travel Plan Moor Hall School.

Determination: The Adjudicator has issued a letter and report to Birmingham City Council with the following conclusion and determination; full details are attached in the document: Adjudicator Decision (letter and report):

Conclusion:
I approve the proposal to expand Moor Hall Primary School as set out in the proposal made by Birmingham City Council, subject to the granting of planning permission for the associated building and other works at the school by 21 July 2017.

Determination:
Under the powers conferred on me in section 21 of the Education and Inspections Act 2006, I hereby approve conditionally the proposal to increase the capacity of Moor Hall Primary School, Sutton Coldfield, for September 2017

Update 16th August 2017: Adjudicator Determination number 2. 

The Adjudicator has considered and approved the proposals afresh with a modified implementation date of 1st September 2018 and a conditional date by which planning permission must be granted by of 30th June 2018.

Overview

Birmingham City Council is consulting on a proposal to expand Moor Hall Primary School:

  • Expand Moor Hall Primary School by 30 places per year group, taking the school from 30 places to 60 places per year from 1st September 2017.

Moor Hall Primary School is a foundation primary school located on Rowallan Road, Sutton Coldfield, West Midlands, B75 6Re within the Sutton Trinity  ward of the Sutton district of the City.

In response to the Education Sufficiency Requirements from Birmingham City Council in November 2015 (www.birmingham.gov.uk/schools/esr), the Foundation Governing Body of Moor Hall Primary School submitted an Expression of Interest form to consider the possible expansion of the school to a two form of entry school offering 60 places ( 2 classes) per year. The school will eventually, be able to accommodate up to 420 pupils.

The school has been able to offer an additional 30 places in Year 3 in September 2016. These additional places have been provided in temporary accommodation provided at the school. Approval is being sought to expand on a permanent basis throughout all year groups by building extensions to the school buildings.
