Overview

Following a public consultation in November 2020  for the wider Dudley Road scheme, the city council took on board comments from members of the public and included these within a revised design for the Barford estate area. This revised design was consulted on in Autumn 2021.

This consultation is about the Traffic Regulation Orders (the legal documents required to make changes to the status of the road) associated with phase 3 of the Dudley Road (Barford Estate) improvement scheme.

Walking, cycling and public transport are all vital tools in the difficult tasks of solving congestion, air quality and our climate crisis. The COVID-19 pandemic has also changed people’s habits and further highlighted the importance of walking and cycling as safe and sustainable ways to travel.

We are therefore planning to:

  • Close the section of Northbrook Street to motorised vehicles between Dudley Road and Willow Gardens to provide a public space for pedestrians and cyclists
  • Introduce a number of waiting and loading restrictions on the Barford estate
  • Install traffic calming measures at a number of locations to slow vehicle speeds through the estate 
  • Install a parallel crossing on Barford Road near Emily Gardens

What is included in this consultation?

A Traffic Regulation Order, or TRO, is the legal documentation required to make changes to the status of the highway (road). This consultation is to make residents and businesses aware of the proposals to introduce, amend and make permanent, TROs in the Barford estate area.

A TRO is accompanied by a plan (map) showing the proposed measures visually.

The TROs in this consultation include four types of change: traffic movements; parking restrictions; raised table/speed cushions and cycle lane.

There is also information regarding the installation of a parallel crossing point for pedestrians and cyclists.

To close the section of Northbrook Street between Dudley Road and Willow Gardens to motorised vehicles to provide a public space for pedestrians and cyclists.

Parking

To vary/introduce waiting/loading restrictions as follows:

Barford Road

  • No waiting at any time, no loading/unloading Monday - Saturday 7.00 a.m. - 10.00 a.m. and 4.00 p.m. - 7.00 p.m. (junction with Barford Road) 
  • No waiting at any time, no loading/unloading Monday - Saturday 7.00 a.m. - 10.00 a.m. and 4.00 p.m. - 7.00 p.m. (junction with Emily Gardens) 
  • No waiting at any time, no loading/unloading Monday - Saturday 7.00 a.m. - 10.00 a.m. and 4.00 p.m. - 7.00 p.m. (junction with Coplow Street) 
  • Length of limited waiting, maximum stay 20 minutes, no return within 1 hour

Wiggin Street

  • No waiting at any time, no loading/unloading Monday - Saturday 7.00 a.m. - 10.00 a.m. and 4.00 p.m. - 7.00 p.m. (junction with Northbrook Street) 
  • No waiting at any time, no loading/unloading Monday - Saturday 7.00 a.m. - 10.00 a.m. and 4.00 p.m. - 7.00 p.m. (junction with Icknield Port Road) 

Northbrook Street:

  • Length of no waiting at any time, no loading/unloading Monday - Saturday 7.00 a.m. - 10.00 a.m. and 4.00 p.m. - 7.00 p.m.

Dudley Road

  • Length of no waiting at any time, no loading/unloading at any time (junction with Northbrook Street)

Cycle lane

To introduce a length of segregated cycle lane on:

  • Northbrook Street (to the southside of its junction with Dudley Road) to connect to the toucan crossing on Dudley Road to access Heath Street and the canal towpath

Raised tables and speed cushions

To install a raised table (a raised section of road with a ramp on each approach to slow vehicles down) on the following roads. The raised tables will be approximately 100 mm in height:

  • Barford Road north of the junction with Emily Gardens
  • Wiggin Street/ Northbrook Street junction

To install speed cushions (a short, raised, rounded device, normally in the centre of a road lane to slow vehicles down)  on the following roads. Speed cushions will be approximately 75 mm in height:

  • Barford Road
  • Wiggin Street
  • Northbrook Street 

To remove a set of speed cushions on:

  • Barford Road -  north of the junction with Emily Gardens

Pedestrian & cycle crossing facilities

To install a parallel crossing (where cyclists have a crossing marked parallel to pedestrian crossing place) on the new raised table to connect the east-west footpath/cycle link on :

  • Barford Road north of the junction with Emily Gardens
